CDPCMS 2.2.3

Update fix (1167): updates to 2.2.1/2.2.2 stopped in step 7 ("Refreshing CMS and website") and went back to the previous version, because `cdpcms:assets` copied the CDP-CCMS package of `cookie/` with `copy()` and the package now has sub-folders (`legal/`). The cookie folder is now copied recursively; the website's own `cookie/config/*` is never overwritten once it exists. A duplicate `site-assets/cookie/cookie/` left from development was moved out of the package.
The update page now shows a failed update in red ("Last update failed", versions and reason) instead of silently offering "Update now" again.
